DIPHU, Aug 16: The Karbi Anglong Women Justice Forum (KAWJF) and Karbi Students’ and Youth Council (KSYC) have demanded that Umrongso Police invoke the provisions of the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989 in the case of the alleged gang rape and murder of Late Bina Ingtipi, wife of Hemari Terang, who belonged to the Karbi tribe.
In a joint FIR submitted to Umrongso Police Station, the two organisations alleged that the prime accused — identified as Abdul Manan, Ayon Choudhury, Satya Acharjy and Rabindrasong Rana — are not members of the Scheduled Castes or Scheduled Tribes. They further held the proprietor and managers of L&T Civil Construction Company, Umrongso equally responsible for the crime, accusing them of employing habitual offenders despite knowing their criminal background.
According to the FIR, the victim was forcibly kidnapped from her residence on 14 August 2025 around 9:30 a.m. by the accused, who allegedly conspired to lure her into purchasing an air conditioner from the company. When she refused, they reportedly abducted her to the premises near So-puru 1 LP School, Boro Basti, Umrongso, where she was gang raped and subsequently murdered to conceal the crime.
The organisations argued that since the victim was a member of the Scheduled Tribe community, the crime falls directly under Section 3(2)(va) of the PoA Act, 1989, and demanded that these provisions be incorporated in the FIR. They also urged the immediate arrest of the company authorities, along with the accused, to ensure justice.
“The Deputy Commissioners of Karbi Anglong and Dima Hasao must act with urgency to deliver justice. Failure to do so will not only perpetuate fear and insecurity but also signal that the lives of our women are expendable. We refuse to accept such a reality. Act now, or the consequences of inaction will reverberate across our communities,” the KAWJF and KSYC said in a joint statement.
